Flower Mound did try legal means to force the UTRWD board to act reasonably concerning this ill-conceived project and to abide by original agreements about cost centers and board governance. The Town was unsuccessful in Denton Judge Dee Shipman’s court. The Town was essentially barred from appealing the judge’s decision because Judge Shipman required the Town to post a $3.45 million bond to appeal the case.
